prepares to outline his immigration reform. good morning, welcome to "news4 today." i'm eun yang. i'm angie goff in for aaron gilchrist. we'll take a quick look outside. things are nice and calm this morning. some of us are waking up to a little bit of fog. >> that's right. we're excited about the warmup aded our way. tom kierein is here with our forecast. tom, good morning to you. >> right now, speaking of that warmup, we had the subfreezing temperatures, that nice streak, finally braebing that yesterday. now we're breaking out the bikinis, right, tom sm. >> not quite yet. only the bravest of the brave want to do that. we have temperatures well above freezing. we stayed above freezing from yesterday afternoon through the night. all the ice melted. right now in the 30s near 40 degrees in montgomery county. mid-40s prince george's county. many locations there. arlington, fairfax counties, much of northern virginia, 30s to the 40s now. a nice warmup occurred overnight

and it will billed through the rest of the day. radar is showing a few sprinkles, these little patches of green, western fairfax county. parts of prince william, rappahannock, shenandoah valley. these are zipping off to the east. elsewhere, a partly cloudy sky now. hour by hour through the day today, between 7:00 and 8:00, hovering upper 30s, low 40s with the patchy fog in the rural areas. by 10:00, ought to be in the upper 40s. near 50 degrees much of the region. in fact, may be near 60 part of the shenandoah valley into central virginia during the afternoon. night quite as warm around the metro area in the afternoon. sunrise at 7:17. sunset at 5:26. a look at the rest of the day and a hometown forecast coming up in ten minutes. first 4 traffic with danella now. >> good morning, we'll start with the rails. two minor dee lals on the marc train. brunswick east 890. a seven-minute delay. penn south train number 511. i mentioned a moment ago, we were talking about delays on

i-95. usual volume. stafford towards quantico, you are slow. then again, just a little bit of delay towards prince william parkway, here's a live look now. not terrible. hov lanes are open. it's a bit sluggish in this area. quantico, 31 minutes to the beltway. not bad at all. i'm pack in ten. angie and eun, over to you. >> thanks, danella. the search is on for a u.s. fighter jet missing off the coast of italy. the f-16 took off from aviano air force base for a training mission last night sending out a distress signal over the adriatic sea before losing contact. italy and u.s. forces are searching the waters right now. only the pilot was on board. it's not believed it was carrying any weapons. we're following breaking news. at least 20 people are believed to be dead after a plane crash in kazakhstan. it happened near the biggest city. there are no reports of survivors. we'll bring you the latest details as soon as they're

available. today we're also watching capitol hill as the senate votes whether to confirm john kerry as secretary of state. everyone is expecting smooth sailing for the long-time massachusetts democrat barring any stunning developments. he'll likely be confirmed and then resign from the senate. that resignation would be effective friday, which is current secretary of state's hillary clinton final day at the state department. this is also an historic day for immigration activists. president obama will unveil his plan to help millions of undocumented immigrants become citizens. we're still working to find out what the plan includes. the white house says it is similar to the sweeping measure eight senators announced yesterday. their plan would create a path to citizenship for undocumented workers requiring them to regger with the federal government, pay fines and back taxes. submit to criminal background checks and learn english.

>> we have been too content for too long to allow individuals to mow our lawn, serve our food, clean our homes and even watch our children while not affording them any of the benefits that make our country so great. >> conservatives say the plan must emphasize stronger border security if they're to go along with it. the debate over immigration comes as a majority of americans say they'll embrace a plan allowing undocumented iigrants working here to become citizens. that's according to a new cbs poll. 51% believe that they should be ab to apply for citizenship. 20% believe they should say as guest workers. another 25% believe they should have to leave the country. overnight, we learned the longest seing member in the maryland house of delegates has died. she passed away at the age of 84. she represented baltimore city. she was the first

african-american woman to chair a legislative committee in the general assembly. she served as chair on the house rules and executive nominations committee for 33 years. harrison was first elected back in 1973. later this morning, closing arguments begin in the misconduct trial of anne arundel county executive john leopold. he's accused of misusing county funds and using his security detail for personaler and, including driving him around to meet his mistress. leopold's lawyer says the accusations that he abused his power are too vague. if found guilty, he would be suspended from office and could eventually be removed when he receives his sentence. also this morning, jury deliberations continue for a former culpeper police officer accused of murder. daniel harmon-wright is accused of shooting 54-year-old patricia cook last february in cold blood. harmon-wright says cook, who was accused of trespassing on church property, trapped his arm in her car window and tried to drive off.

he says she was trying to hurt him and he shot in self-defense. he faces from a year to life in prison if convicted. new had morning, we're learning that the district is in great financial shape. in fact, the city has a large budget surplus. mayor vincent gray will announce the $400 million surplus later today. you can thank the growing population for generating that extra tax revenue, it's booming real estate commercial market is a factor also. the mayor will likely ask that most of it go into the city's reserve fund. tonight you can weigh if on what colors the district's taxicabs should be. d.c.'s taxi cab commission uniform color panel is holding a public meeting at the library from 6:00 to 8:00 p.m. there are nine different color schemes the panel is considering for the 6,000-plus taxis. the panel will make it decision in february. we hope you're off o a great morning. right now it's 6:06. how a local boy scout troop found itself in the middle of the controversy on whether to allow guy scout leaders.

a new york man is being hailed as a hero after stopping a runaway bus as it hurdled down madison avenue. riders say last night their driver passed out slumped over the wheel and the bus started picking up speed, slamming into cars. one of the passengers jumped into action, grabbed the wheel and eventually stopped the runaway bus. >> i grabbed the wheel as soon as we start -- i saw that we're

hitting cars. i jumped on the wheel and grabbed the wheel. >> what was going through your mind that you did that? >> just like i guess figurin out how to try and stop the bus. >> paramedics treated 12 people for injuries. two people, including the driver, are in serious condition. we're getting to hear the frantic calls for help after a plane plunged into the icy hudson river near new york city. the small piper aircraft went down sunday near yonkers, new york, just north of manhattan. it was carrying a pilot and passenger on a sightseeing trip. >> we're going down. >> we're going down. >> okay. sir? >> i need you to get ouf the plane and let me know when you're out. >> i'm out of the plane. >> okay. where is our -- >> i'm going to lose you. the water's freezing. i'm mott going to make it to shore. >> okay. we have an officer en route and we have a boat en route. >> okay. i'm going to lose you. >> both people made it out and stayed afloat with life vests until help arrived. they were taken to the local

hospital and treated for hypothermia. both are expected to be okay. the ntsb is investigating. as early as next week, gays could be allowed to join and serve as leaders in the boy scouts. this morning, organizations decision to lift its nationwide ban on gay people getting a lot of reaction. the advocates are praising the decision while some religious organizations say they're disappointed. if the it ex tex-based organization does change the policy, will allow local groups to enact their own bans. even before the boy scouts made that big announcement yesterday, one local group had taken action into its own hands. last week cub pack 442 of montgomery county, posted on the website that the group would no longer discriminate against individuals or families based on race, religion, national origin, ability or sexual orientation. now that the national organization appears to be on board as well, people in the community are praising the move. >> i'm a girl scout leader. that is not an issue with the

girl scouts. we accept all girls. so i'm glad to hear that the boy scouts are taking the lead in that as well. >> surreal. it's something that i don't think we ever thought as a group could happen in our time. >> the texas-based organization threatened to strip the group of its charter if it did not take the statement down. but now looks like that's not a concern. >> police released video showing a person of interest in connection with a sexual assault in northwest washington. police are looking for the man shown had this video right here showing a man walking near the crime scene in the 1400 block of florida avenue. police say the attack happened sunday, january 20th. if you recognize the man, contact police. new details about the man accused of killing an 18-year-old near a bus stop in northwest washington. siohban lee was killed early friday morning. according to court documents, zandt letter buckley said he met

her on a social website called tagged. he said someone else got her -- tagged is a site that allows iphone and android users to meet, chat and flirt over the internet. the woman accused of shoving a man to his death at a new york city subway station is expected to appear in court today. erica menendez is scheduled to be arraigned today after being found competent to stand trial. the 46-year-old is expected to be charged with murder as a hate crime for the incident back on december 29th. authorities say menendez pushed the man in front of an oncoming train because she thought he was muslim. he was a hindu. authorities say they do have several reports of visits to menend menendez's home over the last few years for not taking prescribed medications and being difficult to deal with. after waiting for months, emergency aid for those affected by superstorm sandy is finally on the way. the senate cleared the bill 62-36 yesterday. the house passed the bill two weeks ago. president obama sent praises to congress for passing the $50

billion measure. it's primarily aimed to help residents and businesses as well as state and local governments rebuild. sandy hit the east coast in october and is blamed for more than 130 deaths and bms billions of dollars in property damage. fema released preliminary flood maps for the new york city's area hardest hit by sandy. the latest maps add some 35,000 buildings and homes to the flood zone. this is good news and bad news for residents. for some, they'll now be required to buy flood insurance. rate for those residents are also likely to rise if the latest maps are approved. federal aid is on the way from congress but finalized flood zoning maps won't be released until sometime this summer. students in arlington will head back to school this morning after a day off hanks to the weather. but some parents are upset they got a day off in the first place. news 4 spoke to families who say they were confused by the school district's decision saying the roads in arlington county were clear yesterday.

the arlington school district was the only one inside the beltway to close rather than have a two-hour delay yesterday. the school district defends the decision saying it erred on the side of caution because there was icing in the forecast. and this morning, weatherwise, a much different story. >> that's right. no icing problems. in fact a warmup. 6:21ment weather and traffic on the 1s. here's meteorologist tom kierein. tom? >> above freezing since noon yesterday. all the ice melted. this morning, it's still rather cold. you need your winter coat as you head out the door. argue t arlington, fairfax, many locations through central virginia in the mid and upper 40s. shenandoah valley, near 50 degrees. getting sprinkles in warren county, and east of there, sprinkles south of warrenton, fauquier, these are drifting to the east intending to dissipate. here's how we look the next several days. afternoon highs into the 50s, much of the region today.

were under way down under as raging floodwaters sent thousands in search of higher ground. good morning. welcome to "news4 today." i'm angie goff in for aaron gilchrist. i'm eun yang. we'll take a live look outside. you will not need extra time to brave ice on the roads. you could find a little fog, though, as you head out the door this morning. you probably won't need the winter coat, though. things are warming up and tom kierein is out on the weather deck with a taste of spring we're getting. tom, how are you feeling out there? >> this is pretty nice. you can get away with one layer this morning. you want to shed that layer by later this afternoon. right now, there's some cloudiness coming through. some breaks in the clouds. you can see a bit of the moon in the western sky. temperatures under the cloud cover broken clouds. down into the 30s to near 40 degrees in prince george's county, as well as montgomery arlington and fairfax. warmer, south central virginia into that region. it's in the mid to upper 40s. as is much of southern maryland. the shenandoah valley near 50

past new hampshire avenue. the delays continue to coalsville road. if there, you're clear. angie, over to you. >> danella, thank you. a developing story out australia where floodwaters won't calm down. talk a look at this video into our newsroom over might. shows one of the thousands of rescues that have taken place in that country after the high water left them out in the open with no place to go. emergency crews are working around the clock and using helicopters to lift people to safety. the flooding killed at least four people and now thousands are swarming shelters after having to evacuate their homes. all of this flooding is from the remnants of a tropical cyclone. also new this morning, a warning from egypt's prime minister. he says he fears the ongoing violence in his country could mean the collapse of the state and threaten future generations. the prime minister's warning came during an address to military academy cadets. since last thursday, some 60 people died across the country in fights between police and

opponents. the clashes come as the country marks two years since its revolution began. more funerals are planned today for the more than 200 people killed over the weekend in a nightclub fire. people in brazil are putting flowers and other memorials outside the kiss nightclub. 231 people, mostly college students died early sunday morning when pyrotechnics sparked a huge fire. investigators say the club had no fire alarm, no sprinklers, few fire extinguishers and one exit for 1300 people. the club's owner and two band members have been arrested. the deadly fire in pra zil has put the spotlight on safety in nightclub. we spoke to several fire departments in our area who tell us they do regular safety checks making sure there are lit exit signs and working pull-down fire alarms as well as smoke detectors and sprinklers and a second exit that's accessible. most jurisdictions do not allow pyrotechni pyrotechnics. a swat team officer says a steel door might have saved his

life and he's only telling his story to news 4. the officer whose name we're not revealing raided an apartment yesterday had forestville. his team was looking for a drug suspect. they used a battering room. while trying to get into the unit, the suspect opened fire inside. >> you got to use the best tactics and put your training into place and hope that that day is not your number. >> you hear about how dangerous police work is every day. but when you look at that door, you see a very real and frightening example of just how dangerous their work is. >> police say that inside they found drugs and weapons and hundreds much rounds of ammunition. suspect, jeremiah pearson, is now charged with attempted murder. the fbi reports that the week after the newtown school shooting, there was almost one million background checks for firearms. that number is the highest for a one-week period in 15 years. the second highest week was only a short time ago as well when president obama announced his

plans to try and cut down on gun violence. the number of background checks does not equal the number of guns actually purchased used by gun manufacturers to measure the health of the gun industry. as the senate prepares to discuss tighter restrictions on guns tomorrow, gun control advocates say now is time for action. last night at the roosevelt center in green belt, people dpaerd to watch documentary living for 32. about the survivors of the virginia tech massacre. there was a discussion about the current gun control debate. gun owners support issues like expanded background checks but they argue begun-free zones attract mass shootings because criminals know there won't be other weapons >> as for the virginia tech shooting, this was a gun-free zone. the colorado shooter picked a gun-free zone. that's where people commit these crimes. ovyou have you have assured tha no law -- the group maryland

i'm melissa mollet at the live desk. pretty incredible video into the newsroom to share with you. take a look at this. a building turning to rubble as a sinkhole swallows several buildings in china. first collapsed the three-story building and later devoured another building. 300 people had to be evacuated from that area.

president obama will make good on his promise to make immigration reform one of the top priorities of his second term. he'll travel to las vegas to unveil his plan to implement some of the most sweeping immigration reforms in decades. the white house won't say what his proposal includes but it will likely be similar to the measure a bipartisan group of senators announced yesterday. >> we want a bipartisan bill that solves the problem and becomes law. we recognize that in order to pass bipartisan legislation, none of us can get everything we want. >> the white house says the president's plan will be similar to the blueprint he first released in 2011. it focuses on four areas, a pathway to citizenship for millions of illegal immigrants, better border security. a streamlined legal immigration system and a better way for businesses to check their employees' immigration status. local civil rights leaders say now is the time tore immigration reform. they say the election is proof this country is ready for action. maryland voters for example

passed the dream act which grants instate tuition to the children of undocumented immigrants who graduate high school and pay taxes. opponents to the immigration reform are vowing to fight any proposal. >> to make all these people instantly citizens is going to put a tremendous strain on the -- our social services system across the country. we cannot afford it for people that don't deserve it. >> it's a daily threat that families could be torn apart at any instant. i have personally lived this and i wouldn't wish it on anyone. >> immigration reform activists plan to show their support for immediate action at a rally on capitol hill in april. today, john kerry will likely be confirmed as secretary of state. whether to confirm the long time senator as head of the state department. everyone expects kerry to have overwhelming support from his peers. once he's confirmed, he'll resign from the senate effective friday. massachusetts governor deval

closing arguments begin today in the trial for an anne arundel county executive acute cuesed of misconduct. he's also accused of misusing county money. his lawyer says the -- he will be suspended from office and could be removed when he steefs his sentence if he's found guilty. jury dlib rakes continue in the trial of a former police officer charged with murder. former culpeper officer daniel harmon-wright is accused of murdering 54-year-old patricia cook last february. harmon-wright says cook, accused of trespassing on church property trapped his arm in her car window and tried to drive off. he says he shot her in self-defense but prosecutors say it was cold blooded killing. harmon-wright faces from a year to life in prison. overnight we learned the longest serving member of the maryland house of delegates has

died. harrison represented baltimore city. she was the first elected -- she was first elected in 1973 and also the first african-american woman to chair a legislative committee in the general assembly serving as chair on the house rules and executive nominations committee for 33 years. hattie harrison was 84 years old. new this morning, word of a huge budget surplus in the district. mayor vincent gray will announce the $400 million surplus later today. you can thank d.c.'s growing population for generating that tax revenue. the booming real estate market is also -- the mayor will likely ask most of it to go into the city's reserve fund. a weekend shooting in the district is bringing light to potential illegal activity by d.c. caterers. five people were injured at the d.c. sound stage on saturday. the club does not have a liquor license but was using a caterer that did. police are now looking into

whether caterers are being used on a regular basis to skirt liquor laws and operate as bars under the city's radar. d.c. sound stage has been shut down by police chief kathy lanier and she could do the same to the caterer, roadside cafe. that would be a first in the si. virginia lawmakers passed an amendment that would end the commonwealth's unique law prohibiting governors to run for two terms. passed in the state senate 25-15. supporters say the change gives voters more power and say in who leads the state. others believe that virginia has been successful because the one-term limit makes lawmakers act fasters. it has to pass through the general assemblies before it becomes law. the population in virginia is growing faster than the national average. the university of virginia says the state's population grew by 2.3% between the 2010 census and july of 2012. nationally, growth was at just 1.7%. officials say growing communities in northern virginia, hampton roads and
